Enterprise OT/ICS/FRCS Modernization & Integration Prototype (ICED-603)
The US Army Information Systems Engineering Command (USAISEC), through Army Contracting Command – Aberdeen Proving Ground, is seeking commercially available solutions to modernize and integrate the Army's Operational Technology (OT), Industrial Control Systems (ICS), and Facility-Related Control Systems (FRCS) enterprise — a pragmatic Break/Fix/Repair strategy that hardens legacy systems in place instead of costly rip-and-replace.
Unified Control System Integration
Engineer, install, integrate, secure, and sustain a wide array of OT/ICS/FRCS equipment — SCADA, Direct Digital Control, Building Automation Systems, and utility devices — vendor-agnostic wherever possible, breaking reliance on proprietary systems.
Telemetry & Data Integration Remediation
Securely integrate, remediate, and normalize telemetry pathways from legacy and disparate edge data points into continuous, secure transmission to authorized repositories for real-time management, reporting, and analytics.
Cybersecurity & Resilience
Full-lifecycle cyber resilience for OT: hardening and sustaining secure baselines for legacy devices, security assessments, vulnerability management, RMF accreditation support, and — where authorized — identity-based microsegmentation and zero-trust perimeter isolation.
Supply Chain Risk Management
Structured SCRM ensuring all components comply with NDAA Section 889, NDAA Section 5949, and contain zero components from Covered Foreign Countries or DoD 1260H entities.
CUI Protection (CMMC 2.0 Level 2)
A pass/fail gate: offerors must demonstrate CMMC 2.0 Level 2 compliance or a verified SPRS score meeting DoD CIO thresholds before receiving Government-furnished site discrepancy data.
Adaptive Engineering & Variance Management
Structured, rapid-response capability to identify, analyze, and manage physical or logical deviations between Government-furnished information and the as-found operational environment.
