Program Overview
What SEWP is — and where Phase II fits
NASA SEWP (Solutions for Enterprise-Wide Procurement), pronounced "soup," provides the latest Information Technology, Communication, and Audio-Visual (ITC/AV) solutions and services to all federal agencies and their approved contractors. Established in 1993, SEWP was the first Government-Wide Acquisition Contract (GWAC) in the federal acquisition space. The vehicle is self-funded through a usage fee and supports more than 50,000 orders a year across the federal government.
Phase II holds a Category C position on SEWP VI, identified as part of a multi-award Government-Wide Acquisition Contract. Under this contract type, ordering agencies are afforded fair opportunity at the individual order level per FAR Part 16.505(b). As a Category C contract holder, Phase II delivers integrated solutions across the full project lifecycle — from engineering and implementation to operations and sustainment.

FAR Part 16.505(b)
Fair opportunity & requests for quotes
Contractors are provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation of order selection is required to be submitted with the order; all such documentation is maintained by the issuing procurement office.
Phase II will not market, quote, or otherwise offer for sale, and will not include on this contract, any IT solutions not listed under the contract, until those solutions are included in the SEWP database of record and available to all Government end-users.
If the Government issues a Request For Information (RFI) as part of market research, Phase II may provide items not yet listed on its SEWP contract as part of a market research quote if:
- all such items are clearly marked as not yet available on the SEWP contract; and
- Phase II submits a technology refreshment request to add those products to its contract.
If the Government issues a Request For Quote (RFQ) or a Market Research Request (MRR), Phase II will respond only with items available on its contract, priced no greater than the SEWP database of record at the time the quote is issued. Unless the RFQ specifically allows for partial quotes, Phase II will respond fully to all requirements specified in the RFQ.
Every quote Phase II submits to a Government end-user clearly states the length of time the quote is valid. Phase II will honor any order submitted within that stated period.
